In his autobiography The Scientist, Lilly records a conversation he had with the director of the National Institute of Mental Health (NIMH) — in 1953. The director asked Lilly to brief the CIA, FBI, NSA and the various military intelligence services on his work using electrodes to stimulate directly the pleasure and pain centers of the brain. Lilly refused, noting in his reply: ‘Dr. Antoine Remond, using our techniques in Paris, has demonstrated that this method of stimulation of the brain can be applied to the human without the help of the neurosurgeon; he is doing it in his office in Paris without neurosurgical supervision. This means that anybody with the proper apparatus can carry this out on a person covertly, with no external signs that electrodes have been used on that person. I feel that if this technique got into the hands of a secret agency, they would have total control over a human being and be able to change his beliefs extremely quickly, leaving little evidence of what they had done’.” (107)

Dr. Michael Persinger (June 26, 1945 – August 14, 2018) was a professor of Psychology at Laurentian University and organized the Behavioral Neuroscience Program there, integrating chemistry, biology, and psychology. (108) His most well-known hypotheses include the temporal lobes as the central correlate for mystical experiences. (109)

The Lammer authors also cite a book by Karla Turner, Taken: Inside the Alien-Human Abduction Agenda (1994) which features the case that is brought to our attention next. Lisa reported involvement of military personnel after the appearance of dark, unmarked helicopters. Lisa also experienced the standard abduction routine and characters, with “greys,” “reptoids” and other non-humanoid like creatures. One of her encounters in particular had nothing to do with aliens.

In her own words: “…I woke up and found myself on a medical table in a real white brick-walled room helping a black man, who looked like an orderly in a hospital, put a device on my left arm that looked like a blood pressure device. Then I looked over at a woman on another table who was dead or unconscious, with her mouth wide open. She looked between forty and fifty years old. The next thing I remember is, it seemed like I was being pushed through double metal doors. Then I go blank….”

Lisa woke the next day to find nickel size bruises on her leg and her thighs were sore. In a separate experience in 1994, she recalled being raped by “men in green uniforms.” (110)

Lammer mentions what happened when the very first MILAB case ever broke publicly in the December 1996 issue of MUFON Journal. Victoria Alexander, the wife of former Los Alamos Naval Labs “non-lethal” weapons head LTC Dr. John Alexander, attempted to ridicule the theory by stating that MILABs was the latest twist in alien abduction theories of the fantasy mind of sexually repressed and lonely women. (111)

Beth Collins and Anna Jamerson include hypnosis transcripts of an abduction by human military people in their book Connections: Solving our Alien Abduction Mystery (1996). MILAB abductee Melinda Leslie collected the reports of more than twenty well-known alien abductees who also described MILAB experiences. (112)

    Alien or Human Genetic Engineers?

Both alien abductees and MILAB abductees have reported seeing small tubes and incubators in the facility or “UFO” they were inside of. Both types of abductees report these contained small children appearing sickly and both types of abductees have arrived at the idea that these might be “hybrid” children from cloning experiments. (113) Linda Moulton Howe, a UFO researcher, cites the case of Jim Sparks, in her book Glimpses of Other Realities Vol. II, in which Sparks recalls being abducted and waking up in a room that looked like the inside of a jet hanger. He saw military armed guards lined up with their backs facing the wall about every twenty feet. He saw two, barrel shaped transparent containers with a man and a woman inside and two men in white lab coats and an alien being. Sparks felt that the humans had turned into aliens and the aliens than turned back into humans. He also claimed to have felt drugged at the time. (114)

Abductee Linda Porter claims she saw several humans in suspended animation in plexiglass type containers under US government security in a military underground installation east of San Diego. She claims she saw wires connected to them with waste disposal systems built in, tubes for nutrients to be fed to them and control panels. Now, to the Lammer authors this sounds like a military facility and not some alien technology and I propose to take it a step further and suggest the possibility that the entire place within this military facility is a “stage set,” designed to give the impression of a genetic laboratory.

In 1961, the American neuroscientist Allan H. Frey studied the phenomenon of microwave voice to skull transmission and first published information on the nature of the microwave auditory effect in 1962. (115)
